STATE PROJECT FACILITATION UNIT (SPFU)

SPFU Composition

The Project implementation arrangement at National level is with the National Project Implementation Unit (NPIU) and the National Steering Committee (NSC), whereas at State level it is with the State Project Facilitation Unit (SPFU) and the State Steering Committee (SSC). The Department of Technical Education, Chandigarh Administration has set up a State Project Facilitation Unit (SPFU) with adequate staff in accordance with the provisions contained in Project Implementation Plan (PIP) http://www.npiu.nic.in/PDF/PIP-TEQIP-II%20for%20Web.pdf  The Director, Technical Education has been designated as the State Project Advisor (SPA). 
For execution & monitoring of Technical Education Quality Improvement Project (TEQIP), a State Project Facilitation Unit (SPFU) has been constituted by the Chandigarh Administration vide Notification dated 22 February, 2012 comprising of the following:

1. State Project Advisor

2. Project Coordinator

3. Consultant (A&M&E)/ Nodal Officer (A&M&E)

4. Consultant (P&FM)/ Nodal Officer (P&FM)

5. Assistant Controller Finance & Accounts (DDO for SPFU)

6. Section Officer (Accounts)

7. Office Superintendent

8. Office Assistant

9. Data Entry Operator

ROLE OF FUNCTIONAL UNITS IN SPFU

The SPFU will have 4 Units, namely Academic Unit, Procurement Unit, Financial Management Unit, and Monitoring & Evaluation (M&E) Unit. States with less than 5 Project Institutions may reduce the number of Units to 2, namely : (a) Academic and M&E Unit, and (b) Procurement and Financial Management Unit, merging their respective functions. 

ROLE OF STATE PROJECT ADVISOR (SPA)

The Director, Technical Education, Chandigarh Administration is the State Project Advisor and is overall supervisor for implementation of the State part of the Project. The other functions of the SPA are indicated below:-
• Overall supervision of the implementation of the State’s part of the Project;
• Obtaining necessary clearances from higher level in the State Government;
• Coordinating with National Project Implementation Unit (NPIU);
• Coordinating implementation of the Project within the State sponsored Institutions and monitoring implementation progress on a day-to-day basis;
• Preparing Project’s annual work plans, including operations and budgets;
• Furnishing information to the State Government, State Steering Committee and the NPIU as required from time to time;
• Considering proposals for and subsequently procuring local technical assistance for activities undertaken at the State Level;
• Mobilizing resources to meet technical assistance needs of the SPFU;
• Liaising with stakeholders (local and foreign) involved in implementing the Project;
• Facilitating the provision of services required to ensure efficient performance of the Project;
• Ensuring implementation of EAP, EMF and DMF by itself and by Project Institutions;
• Submitting quarterly progress report to the SSC;
• Convening the meetings of the SSC on behalf of the Chairperson.
• Acting as the ex-officio Member-Secretary of the SSC;
• Publish minutes of SSC meetings on SPFUs website;
• Carrying out other Project related tasks as may be reasonably requested by the SSC.

FUNCTIONS OF PROJECT COORDINATOR (PC)

The main functions of Project Coordinator (PC) is to liaison & coordinate between NPIU, SPFU and with Project Institutions for better implementation of TEQIP-II Project.

FUNCTIONS OF CONSULTANT OF ACADEMIC (M&E)


Organizing Training workshop, review eligibility proposal, provide assistance and guidance to both Project and non-Project Institutions etc. etc.


FUNCTIONS OF CONSULTANT PROCUREMENT (F&M)

Guide Institutions in preparation of Procurement Plan, conduct post procurement audit of Institutions, ensure compliance with EMF requirements, preparation of budget, hiring of internal and external audit, etc. etc.

FUNCTIONS OF SPFU OFFICE

The function of SPFU office is ministerial in nature and they are responsible for making correspondence with various offices/institutions and other concerned persons in order to facilitate the implementation of the project.
